The verdict
The spa of the Hyatt Regency by the Tagus: a pool and a jacuzzi in its thermal area, nine treatment rooms and two hours of free parking for spa visitors.
A massage, then the pool
Book a massage or a ritual in one of the nine treatment rooms, then use the thermal area, which the house calls Oásis Termal. The site also lists a Saunagus ritual for Lisbon: a guided group sauna with aromatic steam, breathing and music.
Spa visitors park free for two hours in the hotel car park. A hotel guest writes that the front desk advised the quietest times for the pool and the jacuzzi.

Nothing else in Lapa and Alcântara passed our rules. Serenity scores 6: a 4.7 from 170 reviews, the pool, the jacuzzi and massage.
We did not count a sauna, because we could not confirm one for the Lisbon spa beyond the Saunagus listing. The website shows no prices as text.
